Public Call for Sports and Leisure: Analysis of the Municipality of Limeira

Abstract

Objective: This research aims to analyze the policy for promoting sport and leisure in the city of Limeira (interior of São Paulo), based on public call notices and their approvals. Methodology: This is a quantitative research characterized as descriptive. A documentary analysis of public call notices from the municipality of Limeira was carried out, between the years 2017, 2018, 2019, 2020 and 2021, analyzing the main information from these notices. Results and discussion: 8 notices were found available on the city hall website, which presented 219 projects in total, 137 of which were approved and 82 were not approved. Among the sports available, we can highlight individual, collective, Olympic and non-Olympic sports. Regarding the budget made available and the budget approved, the research showed that on average R$2,006,079.55 are made available, but only R$1,417,042.73 are approved and actually used. Furthermore, the results show that the years 2017, 2018 and 2019 have two notices. This indicates the need to complement the modalities not covered in some notices, since public call notices refer to the subsequent year of their publication. However, something common among all the notices was the fact that 100% of the available resources were not used. Furthermore, the notices had the premise that projects should fit into the categories: Sports Training, Performance, Sports and Leisure and Parasports. It was identified that the majority (76.26%) of projects should be aimed at Sports Training, followed by 14.61% of projects focused on Performance, 9.13% on Parasports and 5.94% on Sports and Leisure. Another aspect highlighted was the existing counterparts between the City Hall and the organizations responsible for executing the notices. Final Considerations/Conclusion.: Taking into account the characteristics and objectives of the public notices aimed at sport and leisure in the municipality of Limeira, we can infer that this is an important means for the promotion and development of sport in the city, since such notices enable the dissemination of sports practice with the decentralization of city hall and encourage, through the transfer of resources, Civil Society Organizations to work with the city's sports. As theoretical implications, this study contributes to reflections on municipal public sports policies. Another contribution is that, from the perspective of public calls, it is possible to present information that allows future reflections, especially for investigations regarding the impacts of public calls on the municipal sports context.
